PUBLISHING ETHICS
1. Editorial office of the scientific journal «Евразийский журнал здравоохранения» guarantees an objective, impartial consideration of all materials submitted for publication, regardless of the nationality, religion, gender, and other affiliation of the authors. Editing is based on the legal requirements of copyright law and traditional ethical principles for editors, reviewers and authors.
2. Reviewing of the declared materials for the purpose of their expert assessment and relevance of the medical and biological problems under consideration is carried out according to the following principle:
- the editors send for reviewing all received materials, including from members of the editorial board (except for manuscripts of academicians of state academies of sciences);
- the reviewer is appointed by the editorial board from recognized experts on the subject of the reviewed materials who have published publications on the subject of the reviewed article over the past 3 years. The university's expert commission for reviewing scientific articles includes highly qualified specialists - professors, doctors of sciences;
- co-authors of the article, scientific advisers, as well as consultants of the authors cannot be appointed as reviewers;
- to ensure the greatest objectivity, the review is one-sided anonymous;
- when reviewing articles, reviewers attracted by the editorial board are obliged not to allow personal criticism and make only reasoned conclusions;
- prior to publication, the materials submitted to the editorial office are the property of the authors and refer to information that is not subject to disclosure. Reviewers are not allowed to use the provided materials in any way;
- articles are sent for internal closed review no more than two times;
- articles for which a negative review was received are removed from consideration;
- the authors are obliged to take into account all the comments of the reviewer when finalizing the article;
- if the author disagrees with the comments of the reviewer, he must write a reasoned answer;
- reviews and responses to them should not contain insults, slander, etc .;
- the editorial staff sends copies of reviews or a reasoned refusal to the authors;
- the editorial office undertakes to send copies of reviews, upon receipt of a request, to the Higher Attestation Commission and the Ministry of Education and Science of the Kyrgyz Republic;
- the final decision on the acceptance of the article for publication is made by the editorial board.
3. The authors are responsible for the scientific content of the article and guarantee:
- strict adherence to the rules of writing and formatting articles required by the editors for publication in the journal;
- the originality of the submitted material (uniqueness is not less than 75%);
- the article does not contain materials that are not subject to publication in the open press, in accordance with current regulations;
- the article material will not be published in other print and (or) electronic publications in the amount of more than 50%;
- the article contains all references to cited authors and publications, results and facts obtained by other authors or organizations in accordance with applicable copyright laws;
- if an error is found in an already published article, immediately notify the editorial office.
4. The authors agree that the editorial board of the journal has the right to:
- remove from consideration articles that do not correspond to the profile of the journal;
- to demand the initial materials of the research, if the editorial board or the reviewer has any questions or doubts;
- to deprive the author, caught in an attempt to publish plagiarism (including self-plagiarism), of the right to publish in the journal for a period of 2 years;
- make abbreviations and editorial changes in the text of the manuscript of the article;
- submit the article material to Russian and foreign organizations that provide scientific citation indices;
- do not return the manuscript of the article;
- not to pay a fee (fee) for the published article.
5. The editors consider all claims for unethical behavior of the authors of articles proposed for publication and already published. In case of confirmation of the claim, the editorial board has the right to remove the article from work or completely terminate cooperation with the author. The editorial board also has the right to publish a refutation and take other measures in accordance with the current legislation of the Kyrgyz Republic to suppress the unethical behavior of the author.
